SkyLink Networks Pilot Program Terms of Service
1. Overview of the Pilot Program
SkyLink Networks (herein referred to as "SkyLink") is conducting a pilot internet service program in Cabo Verde, delivering satellite-based internet using Starlink technology. The program includes:
-SkyLink Standard – Fixed-location internet service
using the Starlink Standard Gen 3 dish
-SkyLink Go – Portable, mobile internet service using the Starlink Mini dish. Participation in the pilot program is subject to these Terms of Service. Users acknowledge that the service is in a testing and evaluation phase. Performance, availability, and features may vary.
2. Equipment and Ownership
All equipment provided by SkyLink remains the exclusive property of SkyLink, unless purchased through a separate written agreement.

Equipment includes:
-Starlink dish (Standard or Mini)
-Wi-Fi router
-Mounts, bonding devices, tripods
-Battery packs (SkyLink Go only)
-Power adapters and cables Administrative Access and Monitoring:
SkyLink retains full administrative access and control over all Starlink accounts and devices. Users will not receive Starlink account credentials. SkyLink may remotely monitor, configure, update, or deactivate equipment at any time.
Reuse and Reassignment:
SkyLink reserves the right to reassign or recycle equipment (especially within the pilot program). Equipment reuse does not affect performance or user eligibility.
3. Service Features and Usage
​​​​​SkyLink Standard (Residential/Business):
- Encompasses Residential, Business, Premium, and Ultra plans.
- Subject to Fair Use thresholds but no hard data caps.
- Service may be deprioritized during network congestion.

SkyLink Go:
- Includes 50GB of high-speed data per billing cycle.
- Once 50GB is consumed, users must purchase an additional data pack to continue use.
- No rollover of unused data.​
4. Installation and Setup
-SkyLink Standard requires mandatory professional installation by SkyLink or an authorized technician. Installation fees may apply.
-SkyLink Go is self-installable and includes complete setup instructions
and remote support if needed.
5. Data Usage and Add-Ons (Go Service)
-SkyLink Go service includes 50 GB of high-speed data per month.
-When this limit is reached, the user must purchase an additional 50 GB data pack to continue service.
-If no additional pack is purchased, the service is paused until the next billing cycle begins. SkyLink Standard plans are subject to a Fair Use Policy (FUP), which may result in speed reductions for high-volume users during periods of network congestion.
6. Location Restrictions
-SkyLink equipment may not be removed from the island where it was issued or taken outside of the Republic of Cabo Verde.
- If a user is moving, a change-of-service request must be submitted and approved by SkyLink in writing.
-Unauthorized relocation or export of equipment may result in immediate suspension and additional penalties.
7. Billing and Payment
-All SkyLink services are billed monthly in advance.
-A monthly bill is issued to each user, and payment is due within 14 calendar days of the billing date.
Non-Payment Policy:
-If payment is not received within 14 days of bill issuance, the account will be marked “At Risk” of service interruption.
-If a second monthly bill is issued while the first remains unpaid beyond the 14-day window, the account will be marked “Overdue.”
-Once an account becomes Overdue, service will be interrupted immediately, and SkyLink may:
-Disable Internet remotely
- Suspend the account without further notice
- Initiate recovery of deployed hardware if applicable
8. Cancellations and Terminations
- Customers may request cancellation at any time with at least 30 days’ written notice before the next billing cycle.
-Service will remain active through the end of the current paid cycle.
-SkyLink Standard plans under this pilot cannot be paused—only terminated and potentially reactivated in the future.
-SkyLink may terminate any service or participation in the pilot at its sole discretion, with or without cause.
-All equipment must be returned within 14 days of termination. Failure to do so may result in replacement charges.
9. Customer Responsibilities
- Equipment must be maintained in good working order and returned in reusable condition.
-Any loss, damage, or relocation must be reported immediately.

Users must not:
- Tamper with hardware or software
-Transfer equipment without authorization
- Attempt to access Starlink backend systems
-Pilot participants acknowledge that the service is experimental and subject to change.
10. Monitoring and Support
-SkyLink monitors performance, usage, and connectivity.
-Customer support is available via email or phone.
-Users may be contacted by SkyLink during the pilot for feedback or troubleshooting.
11. Limitations of Liability
SkyLink is not liable for:
-Interruptions caused by environmental conditions or satellite issues
- Speed fluctuations or latency caused by congestion
-Delays or malfunctions not directly caused by SkyLink
-Indirect, incidental, or consequential damages
-No uptime guarantees are made during the pilot phase.
12. Right to Refuse or Terminate Service
SkyLink reserves the right to refuse, suspend, or permanently terminate service at any time and at its sole discretion. Reasons may include, but are not limited to:
- Breach of these Terms
- Misuse of equipment
-Failure to pay within policy windows
- Unauthorized relocation or tampering
- Abuse, fraud, or conduct deemed incompatible with pilot participation
SkyLink may also permanently bar individuals or addresses from future SkyLink programs or services.
13. Governing Law
This agreement is governed by the laws of the Republic of Cabo Verde.
All disputes shall be addressed through the appropriate legal bodies in that jurisdiction.
